粉煤灰專業(yè)委員會

中國循環(huán)經(jīng)濟協(xié)會粉煤灰專業(yè)委員會（英文：China Coal Ash Professional Committee, 縮寫CCAPC；曾用英文名：China Fly Ash Association, 縮寫CFAA）是個非盈利、非政府機構(gòu)的行業(yè)組織。2002年1月29日經(jīng)國家經(jīng)貿(mào)委批準成立粉煤灰專業(yè)委員會，在國家民政部正式注冊。由中國循環(huán)經(jīng)濟協(xié)會（原中國資源綜合利用協(xié)會）管理，業(yè)務上接受國家發(fā)改委等部門指導。2021年2月CCAPC成為世界燃煤產(chǎn)物聯(lián)盟(WWCCPN)的會員。 

一、業(yè)務范圍 Business Scope

1.宣傳貫徹國家有關(guān)資源綜合利用和粉煤灰綜合利用的方針、政策和法規(guī)；

2.為政府相關(guān)部門制定粉煤灰綜合利用政策提供技術(shù)支撐；

3.組織國內(nèi)外粉煤灰綜合利用的技術(shù)交流和合作；

4.開展粉煤灰綜合利用新產(chǎn)品、新技術(shù)、新工藝成果的推廣工作；

5.開展與粉煤灰綜合利用有關(guān)的政策、技術(shù)咨詢服務與培訓；

6.作為社會中介組織及時向相關(guān)部門反映粉煤灰綜合利用發(fā)展情況及會員的建議和要求。 

二、業(yè)務介紹 Business Introduction

1.服務政府：為政府部門提供決策支持；承擔國家發(fā)展改革委、國家工信部等政府部門政策研究課題；參與修訂粉煤灰綜合利用法律法規(guī)和文件；編輯粉煤灰產(chǎn)業(yè)年度報告并為相關(guān)政策的實施提供宣傳服務。

2.服務社會：為資源型城市、重工業(yè)區(qū)域及煤炭、電力、建材企業(yè)等各級各類單位提供政策與技術(shù)咨詢服務。近年來，先后為遼寧省阜新市、河南省焦作市和安陽市、山西省朔州市等省市，神華集團、中煤能源集團、山西潞安礦業(yè)集團、山東肥城礦業(yè)集團、甘肅窯街煤電集團、黑龍江七臺河礦業(yè)集團、山東棗莊礦業(yè)集團等煤炭企業(yè)，大唐集團、華能集團、京能集團等電力龍頭企業(yè)，金隅集團、中國建筑材料集團等建材優(yōu)秀企業(yè)編制循環(huán)經(jīng)濟試點實施方案、循環(huán)經(jīng)濟發(fā)展規(guī)劃并提供粉煤灰綜合利用技術(shù)咨詢服務。

3.搭建平臺：發(fā)揮中介組織平臺作用；組織粉煤灰綜合利用高層技術(shù)論壇，根據(jù)行業(yè)發(fā)展情況，定期策劃組織不同專題的會議；通過會刊、博客、微博、微信等宣傳平臺，發(fā)布國家有關(guān)的政策法規(guī)，生產(chǎn)經(jīng)營、管理、技術(shù)開發(fā)等方面的信息及行業(yè)動態(tài)；為粉煤灰綜合利用政策、技術(shù)交流提供良好的平臺；致力于成為企業(yè)與企業(yè)、企業(yè)與政府之間的良好紐帶。 

三、主要成果 Main Achievements

1.2009年在《中華人民共和國節(jié)能能源法》“中國節(jié)能杯”全國知識競賽活動中榮獲優(yōu)秀集體獎；

2.2009年承擔國家發(fā)展和改革委的《煤炭行業(yè)發(fā)展循環(huán)經(jīng)濟模式研究》課題，榮獲中國煤炭工業(yè)科學技術(shù)三等獎；

3.2012年榮獲全國資源綜合科技工作優(yōu)秀組織獎；

4.2012年《大宗固體廢棄物綜合利用實施方案》頒布實施；

5.2013年度榮獲全國循環(huán)經(jīng)濟科技工作先進集體和先進個人；

6.2013年《中煤黑龍江煤炭化工循環(huán)經(jīng)濟發(fā)展模式及關(guān)鍵技術(shù)》課題研究榮獲中國煤炭工業(yè)科學技術(shù)一等獎；

7.2013年《全國循環(huán)經(jīng)濟發(fā)展模式的系統(tǒng)評價與決策支持技術(shù)研究》通過國家發(fā)展和改革委、國家科技部評審驗收及煤炭工業(yè)協(xié)會專家鑒定并獲得好評；

8.2013年《資源綜合利用稅收目錄》修訂工作順利完成；

9.2013年《粉煤灰綜合利用管理辦法》修訂版頒布實施。

China Coal Ash Professional Committee (abbreviated CCAPC; former name: China Fly Ash Association, abbreviated CFAA) is a non-profit and non-governmental industry organization. It was established as China Fly Ash Association on January 29, 2002, with the approval of the State Economic and Trade Commission and officially registered with the Ministry of Civil Affairs. it was moved under the China Association of Circular Economy and its English name was changed as China Coal Ash Professional Committee. In February 2021, CCAPC became the member of the World Wide Coal Combustion Products Network (WWCCPN).

Business Scope

1.Propagate and implement national guidelines, policies and regulations of comprehensive utilization of relevant resources and coal ash;

2.Provide technical support to formulate policies of comprehensive utilization of coal ash for relevant governmental departments;

3.Organize technical exchange and cooperation on comprehensive utilization of coal ash at home and abroad;

4.Carry out the promotion of new products, new technologies and new technological achievements in the comprehensive utilization of coal ash;

5.Carry out policies, technical consultation services and training related to comprehensive utilization of coal ash;

6.Timely report the development of comprehensive utilization of coal ash and the suggestions and needs from its members to relevant governmental departments as a social intermediary organization.

Business Introduction

1.Serving the government: Provide decision-making support for governmental departments; Undertake the policy research topics of the National Development and Reform Commission, the Ministry of Industry and Information Technology and other governmental departments; Participate in the revision of laws, regulations and documents on the comprehensive utilization of coal ash; Edit the annual report of the coal ash industry and provide publicity services for the implementation of relevant policies.

2.Serving the society: Provide policy and technical advisory services for resource-based cities, heavy industrial regions, coal, electric power and building companies at all levels. In recent years, it has successively prepared the pilot implementation plan and development plan of circular economy, and provided technical consulting services of coal ash comprehensive utilization for Fuxin City in Liaoning Providence, Jiaozuo City and  Anyang City in Henan Providence, Shuozhou City in Shanxi Providence, coal enterprises, such as Shenhua Group, China Coal Group, Shanxi Lu'an Mining Group, Shandong Feicheng Mining Group, Gansu Yaojie Coal Electricity Group, Heilongjiang Qitaihe Mining Group, Shandong Zaozhuang Mining Group, leading power companies such as Datang Group, Huaneng Group, Jingneng Group, and excellent building companies such as Beijing Building Materials Group and China National Building Materials Group Corporation.

3.Platform set-up: play the platform role of an intermediary organization; organize high-level technical forums on the comprehensive utilization of coal ash and conferences on different topics according to the development of the industry; publish national relevant information of policies & regulations and industry trends of production & operation, management, technology development through journals, blogs, microblogs, Weibo, WeChat and other publicity platforms; provide a good platform for comprehensive utilization policies and technical exchanges of coal ash; commit to be a good link between enterprises-enterprises and enterprises-government.

Main Achievements

1.Won the Excellent Group Award in the "China Energy Conservation Cup" National Knowledge Contest in "Energy Conservation Law of the People's Republic of China" in 2009;

2.Undertook the project on "Research on Development of Circular Economy Mode in the Coal Industry" for the National Development and Reform Commission; Won the third prize of China Coal Industry Science and Technology in 2009; 

3.Won the Outstanding Organization Award for “National Comprehensive Resources Science and Technology Work” in 2012;

4.Promulgated "Implementation Plan for the Comprehensive Utilization of Bulk Solid Wastes" in 2012;

5.Won the Advanced Collective and Advanced Individual in “National Circular Economy Science and Technology Work” in 2013;

6.Won the first prize of China Coal Industry Science and Technology on the subject research of "Coal Chemical Circular Economy Development Mode and Key Technologies of China Coal Heilong Jiang" in 2013;

7.Passed the appraisal and obtained acceptance and the high praise from Experts of National Development and Reform Commission,  Ministry of Science and Technology, and China National Coal Association on “Technical Research on System Evaluation and Decision Support of National Circular Economy Development Mode" in 2013;

8.Successfully completed the revision of the "Tax Catalogue of Comprehensive Utilization of Resources" in 2013;

9.Revised and published the "Management Measures for Comprehensive Utilization of Coal Ash" in 2013.
