國務(wù)院辦公廳近日印發(fā)《“無廢城市”建設(shè)試點工作方案》，提出在全國范圍內(nèi)選擇10個左右有條件、有基礎(chǔ)、規(guī)模適當?shù)某鞘校谌杏蚍秶鷥?nèi)開展“無廢城市”建設(shè)試點。

According to the document, "zero-waste cities" refer to an advanced urban development and management model that aims to promote green lifestyles, minimize the amount of waste produced, strengthen recycling programs and ensure that waste released into the environment is harmless.

方案指出，“無廢城市”是一種先進的城市發(fā)展和管理模式，旨在推動綠色生活方式，推進固體廢物源頭減量和資源化利用，確保排放廢物對環(huán)境無害。

“無廢城市”是以創(chuàng)新、協(xié)調(diào)、綠色、開放、共享的新發(fā)展理念為引領(lǐng)，通過推動形成綠色發(fā)展方式和生活方式，持續(xù)推進固體廢物源頭減量和資源化利用，最大限度減少填埋量，將固體廢物環(huán)境影響降至最低的城市發(fā)展模式。

Published by the State Council, China's Cabinet, the pilot plan aims for the minimum generation, maximum utilization and safe disposal of solid waste. Use of landfills will be minimized as part of efforts to reduce the environmental impact of waste.

1月21日國務(wù)院辦公廳印發(fā)的試點方案旨在最終實現(xiàn)整個城市固體廢物產(chǎn)生量最小、資源化利用充分、處置安全的目標。最大限度減少填埋量，將固體廢物環(huán)境影響降至最低的城市發(fā)展模式。

試點城市怎么選？

在全國范圍內(nèi)選擇10個左右有條件、有基礎(chǔ)、規(guī)模適當?shù)某鞘?，在全市域范圍?nèi)開展“無廢城市”建設(shè)試點。

綜合考慮不同地域、不同發(fā)展水平及產(chǎn)業(yè)特點、地方政府積極性等因素，優(yōu)先選取國家生態(tài)文明試驗區(qū)（national ecological civilization pilot zone）省份具備條件的城市、循環(huán)經(jīng)濟示范城市（national demonstration city for the circular economy）、工業(yè)資源綜合利用示范基地（demonstration base for comprehensive utilization of industrial resources）、已開展或正在開展各類固體廢物回收利用無害化處置試點并取得積極成效的城市。

After the 10-city pilot program ends in 2021, its results will be used to guide expansion of the initiative.

2021年10個試點城市項目結(jié)束后，成果將作為指導(dǎo)把“無廢城市”推廣到其他地區(qū)。

試點目標是啥？

? 到2020年，系統(tǒng)構(gòu)建“無廢城市”建設(shè)指標體系（an index system for "zero-waste cities"），

? 探索建立“無廢城市”建設(shè)綜合管理制度和技術(shù)體系（an institutional and technical system for the management of "no-waste cities"），

? 試點城市在固體廢物重點領(lǐng)域和關(guān)鍵環(huán)節(jié)取得明顯進展，

? 大宗工業(yè)固體廢物貯存處置總量趨零增長（with almost zero growth of industrial waste storage），

? 主要農(nóng)業(yè)廢棄物全量利用（full use of agricultural waste）、生活垃圾減量化資源化水平全面提升（a decrease in waste generation and an increase in its utilization），

? 危險廢物全面安全管控（hazardous waste will be well-controlled），

? 非法轉(zhuǎn)移傾倒固體廢物事件零發(fā)生（no more waste will be dumped illegally），

? 培育一批固體廢物資源化利用骨干企業(yè)（a group of backbone waste recycling enterprises will be established）。

通過在試點城市深化固體廢物綜合管理改革，總結(jié)試點經(jīng)驗做法，形成一批可復(fù)制、可推廣的“無廢城市”建設(shè)示范模式（a model of no-waste cities that is replicable and applicable），為推動建設(shè)“無廢社會”奠定良好基礎(chǔ)。
